A security camera can only record within the boundries of the property that the camera was set up on.
What the people across the street from you are doing is illegal.

Take pictures/video of the lights and cameras. See a lawyer.

Anything which can be seen from the street is no longer private. therefore it is perfectly legal for him to have these cameras for his own security.
The lights might possibly contravene some local building codes, as they could interfere with the peaceful enjoyment of your home. Talk to you city. But the cameras are allowed.
